Finance Manager for USAID/Indonesia – TEMAN LPDP Project

Indonesian International Education Foundation – IIEF is seeking a Monitoring, Evaluation, and Learning (MEL) Specialist for the anticipated USAID/Indonesia – TEMAN LPDP project.

Project and Position Description

The USAID Technical and Management Support to Lembaga Pengelola Dana Pendidikan (USAID TEMAN LPDP) Activity is a five-year project that aims to enhance the effectiveness of LPDP and strengthen its capacity to manage scholarships, build university networks, and undertake sustainable system-level reforms of policies and practices. The goal of this project is to increase the number of Indonesian students receiving LPDP scholarships to U.S. graduate programs.

The Finance Manager is responsible to oversee the financial and Human Resources of the activities. S/he is also responsible for the accounting functions required to provide accurate and timely  information on the financial status of the project to USAID, management and teams according to the agreed-on timelines and formats. S/he will organize and develop the financial processes, recruitment of staff and short-term technical assistants, staff policy development, and general staff well-being.

Principal Responsibilities

  • Responsible for implementing financial and administrative procedures as required by the project and ensure all aspects are in line with USAID rules and regulations, as well as IIEF policies and procedures. Procedures include (not limited to): budget and cost control, procurement, contracts, financial reporting as required, and some accounting functions;
  • In close coordination with IIEF Finance Team, monitor budget, monthly financial statements and forecasts, and maintain rolling cash flow projection, including bills payable;
  • Monitor the project’s actual cost and recoveries versus budgeted cost and recoveries and review monthly reports;
  • Ensure all project and subcontractor expenses are in line with USAID rules and regulations, as well as IIEF policies and procedures;
  • Prepare the project fund requests and/or invoice to USAID. Ensure the monthly fund requests are timely, accurate and complete;
  • Analyze burn rate against the planned work plan numbers in collaboration with the COP and IIEF Finance Team;
  • Review quarterly and annual budget report prior to submitting to COP;
  • Respond to USAID requirements for quarterly financial forecasts and reports;
  • In coordination with IIEF Finance Division, conduct payment procedures according to the IIEF Policies and Procedures while ensuring secure and timely payment process;
  • Stay up-to-date with the latest Indonesian financial regulations, including some relevant tax liabilities, including PPH and PPN;
  • In coordination with IIEF Finance and General Service Divisions, oversee the procurement function of the project and monitoring tax and duty exemptions;
  • In coordination with IIEF Finance and General Service Divisions, oversee project assets inventory management and approval of disposal and acquisition proposals;
  • Review staff compliance with time and expense policies and procedures;
  • Responsible for the project close-out;
  • Perform other duties as assigned.

 Qualifications

  • A minimum of bachelor’s degree in a relevant financial field;
  • A minimum of 7 (seven) years of experience in similar financial, compliance, or operational roles supporting international donor projects including managing project’s budget, and human resources management;
  • Strong knowledge of generally accepted accounting practices, financial reporting standards, financial management process and procedures. Some knowledge of SAP Accounting System will be beneficial;
  • Familiarity with U.S. Government (USG) Federal Acquisition Regulations and USG contracting rules preferred;
  • Strong organizational and interpersonal skills and ability to solve complex problems;
  • Ability to write, communicate, and prepare contractual documents clearly in English.
